I've tried this both solo and with 2 players, and it happened either way. I remember in the past only needing 1 upgraded bow (solo) or 2 (duo).Apparently it's possible the clock tower step and travelling back in time that way is actually unrelated to the main easter egg. It might be a separate easter egg to get a free gobblegum, given that the plunger turned out to just be a gag melee item.
